CARB
In 1990, CARB(CA air resource board) looked to target cleaner cars and the fuels used in them. They required auto manufacturers to develop cleaner cars in stages. They hoped for a zero-emission vehicle by 1998. The angency delayed this until 2003 because the technology for the zero-emission vehicle was not yet perfected. -
