    The 1980s was a period of increased in the number of Federal inmates due to the Federal law enforcement efforts and the new legislation, that brought much more criminals to penitentiaries.

    The Sentencing Reform Act of 1984 established determinate sentencing for inmates sentencing, abolished parole for some of the inmates, and reduced prison time for good behavior.
