The concept of child abuse and neglect had evolved extremely from the 1962 identification of the "battered-child syndrome" by Dr. Henry C. Kempe. The first US abuse survey was taken by D. C. Gil in 1967-686. He concluded that 7,000 children were abused annually. Fifteen years later the National Center for Child Abuse and Neglect (established in 1974) reported nearly a million cases annually. No society has approved of battering children and incest has been a fairly universal taboo. -
