  • Mills V. Board of Education

    Mills argued current policies covered a narrow range of children with disabilities, not all children were receiving an education. BOE said it didn't have funds to provide the services
    Schools had to educate students regardless and provide the resources necessary. They decided procedures needed to be created to determine who needed special services

    Garrett’s parents believed that the school system should support his need for an aid to assist with his ventilator. The school system argued that they were not legally obligated to provide a one-on-one nurse from a student.
