History of Bilingual Education

  • Title VI of the Civil Rights Memorandum

    This was enacted as part of landmark Civil rights act. This prohibitsd any kind of discrimination against color, national origin and race progrma activities receiveing federal financial assistance.

    This court case was very important because it made education equal by srtting up bilingual and bicultural programs. This case aslo made it ELL would not be discriminated based on their surname. These programs have made a great impact on students to have a better chance to succeed.
  • Aspira V. New York

    required testing for students in English and their native language in order to understand if they should receive additional services and bilingual education
  • Lau V. Nichols

    These set of students were of Chinese ancestry and did not speak English. Some of the students received supplemental classes in English, but over half of the students did not receive any instruction. The students initiated a class action against the school system alleging violations of the Fourteenth Amendment.
  • Equal Educational Opportunity Act of 1974 (EEOA)

    This is a federal law of the U.S of America. It prohibits discrimination against school faculty and students including racial segregation of students. It makes school districts to take action to overcome barriers to students equal participation.This law protects other organications like IDEA and ADA.
  • Rios V. Reed

    Bilingual education in New York rwas improved with Rios v. Reed (1978). The case was argued under Title VI of the Civil Rights Act and the EEOA. Puerto Rican parents brought suit claiming that many so-called bilingual education programs were not bilingual but based mainly on ESL. The federal court found the district's bilingual programs to be woefully inadequate, pointing to the lack of trained bilingual proffesionals.

    The school district of Raymondville in Texas was charges with violating the EEOA of 1974. This case mandated a three-step process to develop quality bilingual education. It enforced the Lau Remedies
  • U.S v. The State of Texas

    District Judge William Wayne Justice ordered the state of TX to offer a bilingual Education program for Mexican American Studetns in all grade from Kinder through 12.He ruled that the state had been segregating the Mexican American childrento inferior schools and had "vilified" the culture and language. This became a known law of senate bill 477.

  • Teresa P v. Berkeley

    Plaintiff public school students of little English knowledge sued defendant board of education under the Equal Educational Opportunities Act (EEOA), which brought the denial of equal educational opportunity because of the school district's failure to take appropriate action to overcome their language barriers.
