Who -Almost all of Mier y Terán's recommendations were adopted in a series of laws passed on April 6, 1830 under President Anastasio Bustamante.
What- heavily enforced because they wanted to stop immigration.
Where- it was a thing in Texas and Mexico that they no longer let immigrants come in anymore .

Why- The government no longer wanted immigrants in the united states to Texas.
How- They made a meeting as soon as possible to get on to business that they needed to do.
