He criticized American president McKinley by calling him weak and concerned only with gaining the favor of the crowd. The publication of this letter helped generate public support for a war with Spain over the issue of independence for Cuba.

    The ship entered Havana Harbor to protect and evacuate U.S citizens if riots occured over Spanish independence. There was an exlosion that made the ship sink and they believed Spain was responsible. After that, the war became inevitable.
