Sped System and Language Policy

  • Bilingual Education Act

    This act provided federal grants to school districts so that they could establish programs for students who are English Language Learners.
  • Bilingual Multicultural Education Act

    This act provided funds to schools within New Mexico to implement bilingual and multicultural education programs. (Similar to the federal Bilingual Education Act.)
  • Lau v. Nichols

    In this court case, it was established that schools must provide students who are not proficient in English supplemental instruction to develop their English language skills. It was determined that if they do not do this they are not adhering to the civil rights act of 1964.
  • NM English Plus Resolution

    The English Plus resolution was a mindset that the state of New Mexico took on. It is to support the policy that all people have the opportunity to develop fluent English along with their first language.
  • No Child Left Behind

    This act required that schools provide an equal and proper education to English language learners. Students must be provided proper instruction and they must be tested yearly. Students who have lived in the US for three years are required to take the test in English. If test results do not improve schools are held accountable and students are provided with more resources.
