    At 2 a.m., Agust 2, 1990, some 80,000 Iraqi troops invaded and occupied Kuwait. Iraq's invasion caught the United States off guard. On Agust 6,1990, President Bush dramatically declared, "This aggression will not stand." In November 1990, the crisis took a dramatic turn. President Bush's decision to liberate Kuwait was an enormous political and military gamble. Th doubt, drift, and demoralization that began with Vietnam and the Watergate appeared to have ended.

    In 1992, Arkansas Governor Bill Clinto defeated George Bush and Texas businessman Ross Perot to become the first Democratic president in 12 years. As president, Clinton committed his administration to ending 12 years of "legislative gridlock" and "social neglect." The low point in Clintons presidency began when he was accused of encouraging a 24 year old to lie in a sexual harasment lawsuit. A two-thirds vote was cast to impeach Clinton.

But pessimists could point to troubling indicators of future trouble. The study of history cannot help us forsee the future. It is said an eastern monarch charged his men to a sentence in veiw and appropriate in all times and situations.
