    US navy ship reponse to increase naval force in Latin America, its sinking was blamed on spain even though it was a problem with the ship. this was a layer of the reasons why the spanish american war happened.

    "unrestricted submarine warfare" Germany officially states that waters around the british isles were to be considered an offcial war zone and Germany would sink any boat in that area.
