The articles of confederation was put into affect as a sort of test or experiment o see what type of governments would work for them. -

people could purchase lands westward if they wanted to as long as they had titles. -

FIve of the states went out to go and revise the articles of confederation to try and form a balanced living situation. -

nine states had to agree for something to change and the 9 states agreed to have a change in the governmental structure.
