    William Jefferson Blythe IV was born on August 19,1946. He was born in Hope, Arkansas, by his mother Virginia Clinton Kelley. After his father died in a tragic car accident, he took on the last name of his step father, Roger Clinton.

    Around 1947 Bill's mom, Virginia Cassidy moved to New Orleans to become a nurse, while Clinton stayed with her parents, Eldridge and Edith Cassidy. They taught him the importance of a good education.

    In 1950, Bill's mom married Roger Clinton, after she returned from New Orleans with a nursing degree.
