    Gallaudet University
    The beginings of Gallaudet University are on their way as Edward Gallaudet is appointed the superintendent of the school. The school was created to educate deaf, dumb, and blind children. As time passes, the school transfers the blind children to a different school and reestablishes itself as a school for the deaf. Abraham Lincoln signed a bill to assist the college and marked the first time the federal government became involved in special education.

    Council for Exceptional ChildrenFounded by Elizabeth Farrell and a group of administrators and faculty members at Columbia University's Teachers College. The purpose of their meeting was to find ways for all educators to collaborate and share their ideas for improving special educaiton.
  • Elementary and Secondary Education Act of 1965

    Elementary and Secondary Education Act of 1965
    The ESA of 1965 addressed the needs of poor children and created programs such as Head Start to provide free public education for all children. It also improved instruction in math, science, and foreign languages.

    Mills v Board of Education D.C.
    Kids Together Mills v Board of EducationThis litigation began when children were denied public education by suspending, expelling, and excluding "exceptional" children due to the behavior, cogntive abilities, or emotional states. The court ruled to require all students be given access to public education regardless of their disability.

    A Parent's Guide to Section 504 in Public Schools Section 504 protects all individuals from discimination based on disability. This provides equal access to all and allowed for people to participate in sports and other events without discrimination.

    The Education for All Handicapped Children Act of 1975 (P.L. 94-142)
    This law was created to provide federal funding for free and appropriate public education for all students, least restrictive environment, individualized education plans, and special education services. This guaranteed that decisions made about services for disabled chidren were fair and appropriate.
  • No Child Left Behind Act

    No Child Left Behind Act
    NCLBA was signed into law to bridge the achievement gap and improve performance of low-performing schools. This law required that all children were given access to free and appropriate public education and with the use of standardized testing to measure the progress students, especially students with disabilities, reporting these results to parents, and requiring states to set standards that schools must meet in a specific set of time.
  • IDEA 2004

    IDEA 2004
    President Bush signed into law the reauthorization of IDEA to include Part B and Part C. Part B of IDEA grants special education services to individuals with disabilities ages 3 to 21 and Part C grants services to children birth to age 2.
  • Every Student Succeeds Act

    Every Student Succeeds Act
    Every Student Succeeds Act of 2015 President Obama and Congress signed into law the ESSA which amended the NCLBA of 2001. With this law, the "one size fits all" reform was changed to meet the needs of students by looking at each school individually and creating academic success by still keeping standards high but elminating unneccesary standardized testing.
