The blacklisting was denying employment to the entertainment industry such as writers, actors, musitions, etc. They were denied employment because of thier suspected beliefs. -

This was an effort to stall un-american activities. The oath was in addition to the oath to support the Constitution of the United States and the Constitution of the State of California which was required of all officers of the state. -
